Yeah I think it's one of multiple (often clumsy) efforts by different parts of the state to comprehend the internet through existing legal and political paradigms. At the same time, I think there are bigger issues with our defo laws than this particular expression of it, and it leaves to be seen what courts are actually going to do with it.
